first thing you will have to check and see if your states fighting commishin will sanction a MMA event here is a state by state listing it also has a link to whatever commishin is in charge of it for that state. After that you will have to get a promoters lisence. As for setting up fights you might want to find someone who has already dont match making in the past because thats very crutial cause if you dont pair the fighters right you could end up with a bunch of lopsided fights.
The best advice is if you are really serious about doing this you should get a job with a current fight promoter and see how they do things and just learn from them before going on your own
