If you have a promoted video, when someone watches it you dont have to pay anything. But if they click on the Advertisement attached to your video you have to pay an amount that you set as your budget. The initial minimum is 1 cent but you can make it any amount. The higher you make it then YouTube will allow more traffic or exposure of your video.
If you apply for and they reject your video for promotion because of content they will remove your video.

that you actually want to pay. However,
if you choose a small amount, your vid
will not be very prominent in YouTube’s
rotation of “promoted” vids and “search
results” – because many uploaders will

(I saw a YouTube example somewhere
where they talked about paying $20.00
a day and 10 cents a click. That would
thus give you maximum 200 clicks per
day. If you’re interested, you’re allowed
to choose only 1 day if you want.)
